The Certificate of Recognition (COR) program is a Health and Safety based Program which is required for contracts with both public-sector and private-sector construction projects in Ontario. For example, municipalities require their contractors to be registered with the COR program in order for them to qualify for bidding purposes.
The COR Certification is valid for 3 years from the date of Certification, provided that the Employer’s Internal Auditor performs and successfully completes internal maintenance audits in the 2nd and 3rd years and complies with the terms and conditions of the COR program. All internal audit results must be validated by IHSA.
A Letter of Good Standing issued in year 2 and 3 verifies that the audit elements and auditing standards are maintained by the Employer. In year 4, the Employer must re-register for COR and perform the Internal and External Audits.
We are very familiar with and have experience in writing the material required for Elements #1-19 for COR. It is currently being used across Canada and is a pre-qualification requirement for many contractors working in and out of the province and on public and private sector projects.
There are nineteen (19) elements which need to be addressed in your Health and Safety Program. The first thirteen (13) are common to all of the Provinces and Territories that participate in COR.
IN ORDER TO ACHIEVE THE COR CERTIFICATION YOUR HEALTH AND SAFETY PROGRAM MUST MEET ALL 4 CRITERIA BELOW:
- Achieve a 100% score on all Legislative Requirements; and
- Achieve no less than a 65% score on any of the 19 Elements; and
- Achieve a minimum score of 51% on the Management/ Worker interview questions; and
- Achieve a score of 80% or higher for the overall audit
Once you register for COR, it usually takes at least one year for your Health and Safety Program to be in compliance for the mandatory internal and external audits.
Many companies have not passed the external audits on their first attempt due to not meeting 1 or all 3 of the benchmarks above.
